The disability gap in voter turnout and its association to the accessibility of election information in EU countries

It is known that people with disabilities encounter barriers to participation in national elections. These barriers often lead to differences in voter turnout between people with disabilities and those without (referred to as the disability gap). This study analyzed the disability gap in national elections between 2006 and 2016 in 24 European Union countries. Further, it analyzed the association between voter turnout and national levels of election information accessibility. Data from the European Social Survey and the European Union Fundamental Rights Agency were used. While the disability gap varied across countries and years, the average gap increased from 3.45 percent in 2006 to 8.38 percent in 2016 and remained statistically significant when controlling for potential confounders. Further, voter turnout was found to be positively related to the accessibility of information. These findings underline the need for more research on how to close the disability gap in voter turnout. This coproduced study drew on the United Nations Convention on the Rights of Persons with Disabilities to inform a Human Rights-based design. Using photographic images and reflective diaries, twelve participant co-researchers investigated the quality of public toilets when travelling in Scotland for people with dementia and other physical and cognitive impairments. Data were analysed using constant comparison and critically reflexive, group enquiry to produce contextualised evidence of toilet utility from the user perspective. Essential themes revealed major challenges associated with toilet accessibility, usability and design, emphasising the distressing sensory experience of the user when confronted with an inadequate or inaccessible toilet. Substantial overlap in needs was demonstrated but a few unique requirements aligned with specific disabilities were recorded for attention. Our findings highlight two key issues: 1) existing Standards are often unmet; 2) current Standards require review and endorsement by people who represent the full range of access needs. Les Écoles européennes, un réseau de 13 écoles intergouvernementales qui accueillent principalement les enfants des employés de l'Union européenne, font trop peu pour répondre aux besoins des enfants handicapés. Bien que les écoles accordent toujours plus d'importance à l'inclusion, Human Rights Watch a constaté que les enfants handicapés continuent d'être rejetés, de subir des pressions pour changer d'école ou de ne pas bénéficier des aménagements et du soutien qui leur permettraient d'apprendre et de s'épanouir dans un environnement inclusif. This report is a summary of the synthesis report that brings together the main findings of the Inclusive Early Childhood Education (IECE) project. The summary report focuses on the project's three new contributions to policy-making, research and practice in IECE. These are: a rationale for and implications of adopting an inclusive vision and goals as the main standards of IECE policy and provision; the development and use by practitioners of a Self-Reflection Tool for improving IECE settings; adaptation of an Ecosystem Model of IECE within the setting, community and national levels.

À la demande de la mission d'information commune sur la situation des mineurs isolés, la Division de la Législation comparée du Sénat a réalisé, durant le premier trimestre 2021, une étude sur les mineurs étrangers non accompagnés. Le périmètre géographique de ces travaux comprend l'Allemagne, la Belgique, l'Espagne, l'Italie, les Pays-Bas, le Royaume-Uni et la Suède. Pour chacun de ces pays, l'étude aborde successivement les trois questions suivantes :
i) la procédure de détermination de l'âge d'un étranger se déclarant mineur,
ii) les conditions d'accueil et de prise en charge sociale des mineurs isolés et

Dans le contexte international de promotion de principes inclusifs en matière d'éducation, l'article compare, huit pays européens, dans leur mise en oeuvre les nouvelles directives en matière de scolarisation des élèves à Besoins éducatifs particuliers (BEP). Dans une démarche de comparaison sociétale (Maurice, 1989) nous tentons d'éclairer deux questions principales. Quelle est l'articulation entre les notions de handicap et de BEP dans les systèmes éducatifs ? Peut-on remarquer des évolutions identiques selon les traditions de séparation ou d'intégration de l'enseignement ordinaire et spécialisé ? À partir de l'analyse des statistiques
fournies par l'European Agency for Special Needs and Inclusive Education et d'un recueil de données de terrain par questionnaire et entretiens, l'enquête dégage deux orientations quant à la caractérisation des difficultés des élèves. D'un côté les pays qui délimitent strictement les BEP aux situations de handicap médicalement attestées, de l'autre ceux qui raisonnent plus largement en termes de besoins pédagogiques des élèves. Par ailleurs, le traitement des difficultés scolaires et des handicaps au sein des systèmes ordinaires de scolarisation se généralise ce qui déstabilise les enseignants dans les pays à forte tradition d'enseignement spécialisé séparé (Belgique, Suisse, Allemagne, France). Personal budget schemes for people with disabilities are imbued with a conception of autonomous and rational individuals. The policy objective to enlarge people's opportunities conflicts with the presumed capacity of cognitive rationality. We present an analysis of 15 social work professionals' reflections on the practical implementation of three personal budget policies. Through a conceptualisation of 'a capable human being', we deepen our understanding of the social justice character of personal budget schemes. From this analysis we conclude that a strong formalisation of the application, assessment and allocation practice entails the risk that the relational aspect, which includes questions of meaningful care, is relegated to the background. 'Being capable' emerges as a condition for acquiring more options for meaningful care in practice, ahead of the intended contribution to people's capacities. This paper presents results of a comparative study about assistance services for supporting students with disabilities in regular schools in five European countries (Austria, Bulgaria, Portugal, Slovakia and the UK). Besides the analysis of relevant documents on assistance services, semi-structured interviews and focus groups with learning and support assistants (LSAs), teachers and stakeholders from the Ministries of Education were conducted. The context of the study was the Erasmus+ project 'Improving Assistance in Inclusive Education Settings' (IMAS). The aim of the study was to reveal good-practices, strengths and weaknesses of this service in the five countries. One of the most interesting findings is that Slovakia is the only country with formal and domain-specific qualification requirements for working as an LSA. In line with previous research, further results showed that in all investigated countries, LSAs legally defined roles and responsibilities often do not correspond to their activities performed in practice. Based on these findings, recommendations for improving assistance services have also been provided. These recommendations could support relevant decision-makers in further developing assistance services to ensure adequate support for students with disabilities in regular schools. [Résumé d'auteur]

Teachers' preparedness to deliver remote adapted physical education from different European perspectives: Updates to the European Standards in Adapted Physical Activity

When schools were closed due to the COVID-19 restrictions, teachers were challenged to engage children with Special Educational Needs (SEN) through remote teaching, particularly in physical education. The European Standards in Adapted Physical Activity (EUSAPA) have been used to define the competencies of adapted physical education (APE) teachers. Through a consensus building exercise, the standards were updated in this paper to include technologically supported pedagogy. Evidence from 125 APE teachers, who completed a technological communication inventory, modified versions of the technology, pedagogy and content knowledge scale (TPACK-21), and self-efficacy on including students with disabilities in physical education scale (SE-PETE-D), were used to inform experts to create technological indicators for the EUSAPA. Teachers used 3 to 4 technologies (email, phone, SMS, Whatsapp) to communicate with students and colleagues, and many reported low levels of technological content knowledge. Experts considered the need to add 13 new functions to the EUSAPA. Most of the functions were considered to be feasible to implement in existing practices and the other requiring extra resources or skills. As further training is planned, consideration of expertise is warranted when mapped against meeting standards. [Résumé d'auteur]

Early school leaving (ESL) is broadly defined as the phenomenon of young people leaving formal education before completing upper-secondary schooling. Between 2015 and 2016, the Agency conducted a project on Early School Leaving, which resulted in two reports. The first report was a review of the ESL research evidence focusing on Europe.
The second part of the project involved comparing EU policy with the established literature. A second report explored the extent to which EU policies reflect the evidence found in the literature.
This final summary report outlines the key evidence and ideas from the two ESL project reports. It represents the model for thinking about ESL that has evolved from the first two reports, along with the main recommendations for policy-makers. [Résumé d'éditeur]

This report is the main output of phase 1 of the Teacher Professional Learning for Inclusion (TPL4I) project. Phase 1 aimed to identify the policy elements and framework needed to ensure all teachers, at each stage of their career, are prepared for inclusive education. Using the TPL4I Policy Self-Review Tool, 26 Agency member countries mapped their teacher professional learning (TPL) for inclusion policies. This report analyses the policies in different national contexts. It illustrates how policy for TPL for inclusion is implemented and identifies key issues and challenges for policy-makers and providers of TPL for inclusion. The report links the findings to the Agency's ecosystem model of inclusive education systems and to the Profile of Inclusive Teachers in order to understand the challenges for TPL for inclusion. It offers recommendations for future policy development on TPL for inclusion, linked with a wider inclusive education policy framework.

En 2017, des spécialistes de différentes disciplines (santé, éducation et travail social) issus de cinq pays européens (France, Géorgie, Italie, Norvège et Suisse) ont créé un réseau afin de poursuivre leurs recherches sur le handicap et la migration. Le présent article expose les principaux résultats d'un premier workshop qu'ils ont réalisé et les pistes qui en découlent pour de futures recherches. D'une part, les enfants migrants en situation de handicap restent invisibles sur le plan statistique dans plusieurs pays. Leurs besoins en tant que migrants et personnes en situation de handicap sont pris en compte par des politiques et des dispositifs distincts. D'autre part, dans les cinq pays, un écart important entre les normes légales et la situation des familles migrantes ayant un enfant en situation de handicap est constaté. Il en est de même en ce qui concerne la collaboration entre les différents services publics, ou entre ces services et les associations soutenant les personnes en situation de handicap, les personnes migrantes et/ou les minorités. Les futures recherches seront centrées sur les moyens d'augmenter la participation sociale des enfants migrants en situation de handicap et de leurs familles dans des contextes d'interventions interculturelles et interdisciplinaires. Le thème de l'inclusion éducative traverse les politiques éducatives chiliennes. Il se déploie souvent au travers de dispositifs focalisés sur des segments sociaux où un besoin majeur est identifié, dits Politiques d'éducation prioritaire (PEP). Cet article fait une étude croisée du cas chilien avec la théorisation des PEP européennes (Frandji & Rochex 2011). L'analyse généalogique des PEP chiliennes soulève des tendances, suggérant des compléments pour une conceptualisation globale des PEP. Trois principaux aspects apparaissent : l'expansion des dispositifs conçus dans le cadre des PEP avec une fonction de pilotage, l'évolution sémantique de la notion de public et la privatisation de la production de savoirs.
