Cross-country comparisons in education using statistics have become increasingly common; however, they are not without difficulties. This paper explores comparative data published by the Educational Agency for Special Needs and Inclusive Education (EASIE) focusing on the indicator showing the percentage of pupils with Special Educational Needs (SEN) in mainstream, inclusive education. It questions the extent to which the data presented in this indicator fully reflects the incidence rate of SEN in mainstream education in all countries by examining SEN data publicly available in four European jurisdictions: England, Spain, Scotland and Sweden. It cautions against making direct comparison between SEN data for these countries on the basis of the indicator. It also suggests that such data need to be considered in the context of more qualitative information on individual countries. [Résumé d'auteur]

Increased levels of burnout have been demonstrated for teachers and special education teachers (SETs) over the 20 past years. Since 1984, Maslach, Jackson and Leiter provided a framework for conceptualising burnout within three dimensions (emotional exhaustion, depersonalisation, personal accomplishment). This study aimed to verify the hypothesis that a reform implementation influences the three dimensions of the burnout among SETs in Switzerland. In order to meet the objective of the study, a cross-sectional research was conducted over two measurements times – before and after the entry into force of the reform – using the Maslach Burnout Inventory. The sample included 345 SETs for a response rate of 61.9% (T1 = 169; T2 = 176). Results show three essential outcomes: SETs show low levels of emotional exhaustion and depersonalisation but a level of personal achievement in the zone at risk. The reform implementation has not influenced the perceived health at work in the sample. SETs assess generally their health in a positive manner. [Résumé d'auteur]

The literature on the inclusion of students with disabilities in the university setting highlights the great importance of the faculty's willingness to provide quality accommodations. However, current studies offer only an initial analysis of the factors explaining these accommodations. Current research requires the analysis of new actions that will improve the accommodations provided by the university faculty. The objective of this study is to research the effect that innovative programmes and interventions have on the provision of accommodations to university students with disabilities. Using structured questionnaire, sample of 182 university professors, and structural equation model, the results indicate that innovative programs and interventions have a significant influence on the provision of accommodations by improving both personal beliefs regarding students with disabilities and the professors' perception of institutional support. Suggestions are proposed for implementing strategies to implant intervention programs that will improve the faculty's willingness to provide accommodations and support to students with disabilities. Teachers' collaborative professional development for inclusive education

This is a systematic literature review aiming to systematically synthesize research of teachers' collaborative professional development (CPD) for inclusive education. In total, 21 articles out of 55 from three data-based met the inclusion criteria. Cohen's kappa was used to measure the agreement, found that the agreement between the raters was 0.72; substantial agreement. The results show that the definition of inclusive education differs, from the right to school attendance to full inclusion by participating in the same classes as other peers in the same age groups and environment. By that, models for collaborative professional development also vary. Most studies were small-scale projects without controls or data showing evidence for enhanced teacher or student outcomes or satisfaction. Accordingly, we could not obtain results showing powerful CPD models. We instead defined research gaps in systematic and evidence-based studies of collaborative professional development models for inclusive education. However, participation in professional development trainings resulted in teachers having more positive attitudes towards inclusive education. Results were also found that show that teachers who were most positive about inclusion also had the highest risks of burnout. Finally, results of the CPDs' effect on students' knowledge development in inclusive education was limited. [Résumé d'auteur]

Students' experience of learning, relating and belonging are crucial to their participation in school. With ever growing concern about young people's mental health and levels of informal and formal exclusion it is timely to investigate how schools can be supported in meeting the social and psychological needs of learners. The focus of this paper is the development of a questionnaire to investigate the relationship between pupils' experience of belonging and the barriers they encounter in the school setting. Our aim was to test out the tool prior to full standardisation. Data was collected from 722 students across four secondary schools. Four factors were identified within the scale with one factor, that which measured emotional security and comfort, demonstrating moderate correlations to all other scales indicating that it had an underlying relationships to different aspects of the school environment. Students who disclosed SEND had a greater likelihood of demonstrating low connectedness than would be expected by chance alone, with some differences in the degree to which particular items were predictive of overall levels of connectedness. Special educators are considered essential in schools, both in the regular system and in the separate special needs system. It is important to understand how special education is envisioned among teachers who choose further study in this field. The aim of this study is to gain more knowledge about what motivates teachers to gain further qualifications to become special educators. The study is based on 158 written self-reports from students studying special education. These reports were analysed using thematic analysis. The findings reveal six themes: 'Thirst for knowledge, tools and science', 'Achieving better results as a teacher', 'Improving career opportunities', 'Getting away: giving up teaching in a classroom setting', 'Influence: helping pupils and teachers' and 'Developing schools: identifying deficits in schools' ways of working with special needs education'. These themes are discussed in relation to special educators' work, their jurisdictional control and how their reasons relate to supporting or dismantling the dual system of special education. The aim of this article is, in a chronological perspective, to identify, discuss and problematise concepts for children's 'problems' in compulsory school and the contexts in which they have been categorised and used. To clarify the categorisation in context, the article is based on a previous study on categorisation in Swedish youth education from a historical perspective. School health reports from the 1940s to the 1980s in this document study constituted the empirical data material on which the discussion in this article is based. An ecological model of analysis was used with the main analytical tools: concept use, curricula, documentation routines, experts and educational support measures. The various tools elucidate the context to which the categorisation may be related, and show that social, cultural, medical and psychological influences contributed to what were identified, observed and documented as children's 'problems' at school from the school health services' point of view. On the basis of the empirical study and the components pinpointed by the analytical tool, present-day terminology of children's 'problems' in Swedish schools today is discussed and problematised. Creating an optimal environment for inclusive education: co-location and transformation in interdisciplinary collaboration

Collaboration between teachers and child support workers is seen as a promising way to effectuate inclusive practice in mainstream education. This paper aims to explore how co-location of services promotes transformation of practice, and to expand an analytic framework for interdisciplinary collaboration. By combining these two perspectives, we intend to contribute to both theory and practice. The data consist of semi-structured interviews that explore the experiences of teachers and child support workers who co-work in three schools for secondary education. A template analysis was used to examine collaboration in co-location, and to further develop the framework with which we began our empirical research. The initial template consisted of dimensions of knowledge sharing in relation to dimensions of trust and dimensions of identity. The results showed that proximity can be divided into three different types, being spatial proximity, organisational proximity and personal proximity. These types of proximity, in turn, can be related to knowledge sharing, trust and identity. The contribution of the expanded framework for practice lies in its potential to shed light on how processes in interdisciplinary collaboration can be shaped. [Résumé d'auteur]

Same vision – different approaches? Special needs education in light of inclusion in Finland and Norway

This article explores two aspects of special needs education (SNE) for pupils in compulsory schools in Finland and Norway, who according to official procedures, have been granted SNE. The two aspects are educational settings for the implementation of SNE and formal competence among those who implement the SNE to which the pupils have a right. The results are based on explorative studies of official laws and regulations, available statistical data and earlier research from both countries. The results indicate that a majority of the target pupil group in Finland receive their SNE, whether full or part time, in a special class, whereas in Norway, most of these pupils receive part-time SNE, provided in regular classes or smaller groups in mainstream school. Furthermore, the results indicate that in Finland, highly qualified special education teachers are frequently engaged in the implementation of SNE, while in Norway, teacher assistants – guided by a general teacher – often seem to have greater responsibility for implementing SNE. To conclude, a redirection of SNE in both countries is needed towards working methods that are more inclusive. In Finland, educational settings need a stronger focus, and in Norway, there is a need to invest more in teachers' competence in SNE. [Résumé d'auteur]

A compelling body of international research demonstrates that a positive, supportive teacher-student relationship is essential for students' development, especially for at-risk students. In this article, the educator's ability to build such relationships is discussed in terms of 'relational competence'. Special educators' relational competence is a largely unexplored topic. This article contributes by reporting on an interview study with 21 experienced special educators. The study focuses on the educators' perceptions of their relationships and relational competence. Two research questions (RQs) are explored: (1) What is the role of social relationships in (successful) work as a special educator? and (2) How is the relational competence of special educators realised in practice? The results are presented in themes and subthemes, and are supported by significant quotes. Regarding RQ 1, the study shows that the informants perceive positive social relationships as fundamental in their work and relational competence as particularly important in their profession. The results for RQ 2 show that relational competence is realised by an accepting attitude in the 'here and now'; by finding a personal connection to the student; and by building trusting relationships over a longer period of time. Comments on implications for special education teacher preparation are provided.

Dimensions of invisibility: insights into the daily realities of persons with disabilities living in rural communities in India

Persons with disabilities in rural India do not have the opportunity to lead a self-determined life and be included in their community as required by the convention on the rights of persons with disabilities. To investigate their experience of living everyday life and the amount of agency they are able to exercise, in-depth interviews were undertaken. The Capability Approach (CA) was used to analyse the situation that was seen in terms of outcome of the interplay between internal and external factors resulting in loss of agency. The results show that the dependency they experience due to lack of adequate support to undertake activities and being completely dependent on the family places them in a vicious circle of 'self-worthlessness'. Reducing the dependency disabled people face and changing perceptions of the community towards disability may break this circle. [Résumé d'auteur]

While disability scholars are increasingly exploring the experiences of disabled employees within the academe, there seemingly does not exist literature on this topic in South Africa. In this autoethnography, I make sense of my experiences as a visually impaired university lecturer. I dissect my continual performances of able-bodiedness – my efforts to conceal truths around my disability – despite a seemingly inclusive work environment. I discuss the psychological cost of these performances and, lastly, illustrate the importance of a creative, open and responsive attitude on the part of nondisabled colleagues and managers to help their disabled colleagues to become their true and authentic self. The outbreak of COVID-19 has globally affected many countries and territories. Among COVID-19 influences, the education sector is really becoming an area of public concern. According to UNESCO report, due to COVID-19 more than 1 billion students were affected by school closures in 106 countries. Among that large number of students, students with disabilities need to be given specific attention as they tend to have fewer educational opportunities outside school because of various barriers. Take China as an example, the current study considers there are four challenges that inclusive education for students with disabilities are facing during the pandemic: education policy design lacks a disability perspective; technology offered is not accessible; mainstream schools overlook the responsibility for educating students with disabilities, and parents of students with disabilities are unprepared for distance and home-schooling. The experiences of some related stakeholders being affected by COVID-19 are shared in the article. Additionally, we offer some recommendations to improve the inclusive education provision for students with disabilities during the COVID-19 period, as well as in the future.

A contribution towards a possible re-invigoration of our understanding of the social model of disability's potential

There has been published work in Disability & Society showing that the social model of disability may be re-invigorated if its emphasis reflects current social conditions and their specific context and if relevant questions are applied to specific impairment labels by each country. In this paper, I further address the issue of terminologies, concerning the notions of impairment, disability, the social model, as well as some terms with negative connotations surrounding these notions. I argue that, in attempting to detangle part of language's complexity, it may be important to re-focus on the dynamic nature of relevant chameleon-like terminologies and their impact on attitudes towards disability, which seem to be prolonged. This scope, when coupled to a clearer focus on a materialist approach to disability, may act as a catalyst towards a re-invigoration of our understanding of the social model's potential. This systematic review sheds light on the link between community-based rehabilitation (CBR) approaches and outdoor settings. The aim was to examine and synthesise qualitative knowledge on people with disabilities' and professionals' experiences and perceptions regarding facilitators and barriers to CBR approaches in outdoor settings. The Interpretive Description methodology guided the interpretive synthesis. Nine articles met the inclusion criteria. The synthesis revealed four themes: Ability to Overcome Challenges, Outdoor Adaptive Activities, Inclusive Social Communities and Culture of Reciprocal Interaction. The link between CBR approaches and outdoor settings seemed to empower participation opportunities and social inclusion of people with disabilities, which stimulated equality among all people involved. However, to transfer potential benefits into society, beyond the formalised programme contexts, more focus is needed on creation of inclusive environments. These inclusive environments entail cultural as well as physical changes together with political commitment.[Résumé d'auteur]
